The 5th annual edition of the ACDF will take place in Kigali, Rwanda from 15th to 18th October 2024. It is a continental platform for public-private cooperation. The forum features world-class content, engages top level government, military and law enforcement officials, technology experts, business and other leaders of society to shape the agenda in the Africa cyberspace.

Nigeria Session: Leveraging ICT for Digital Transformation Agenda and Job Creation

 

At the end 2020, about 495 million people in Africa subscribed to mobile services representing 46% of the region’s population according to GSMA, a telecommunications association. By the same time, 303 million people in the region were connected to the mobile internet. This rapid digitization creates threats as well as opportunities. African continent has a huge potential in terms of information and communications technology because of her youthful population. However, there has been considerable setback in investments in this area because of a surge in cybercrime activities before, during and after the recent pandemic. Africa has been among the fastest growing region in terms of cybercrime activities. Cybercrime is estimated to cost Africa $4 billion a year (a figure that balloons up to $450 billion worldwide). It is estimated that it costs the South African economy $570 million, Nigeria $500 million and Kenya $36. The continent remains an originating source of significant cyber-attacks targeting the rest of the world. Africa’s e-economy is expected to reach $180 billion a year in 2025 but the regions insufficient efforts to block cybercrime could impact negatively n such growth projections.

The Nigeria Cybercrime Act 2015 provides an effective unified and comprehensive legal, regulatory and institutional framework for prevention, detection, prosecution and punishment of cybercrimes in Nigeria. Furthermore, Nigeria is currently pursuing a multifaceted approach to advancing the digital economy which revolves around its strategic roadmap and action plan (SRAP 2021 -2024) which focuses on the following:

  • Developmental Regulation
  • Digital Literacy and Skills
  • Digital Transformation
  • Digital Innovation and Entrepreneurship
  • Cyber security  
  • Promotion of Indigenous Content

These have been crystallized through policy instruments like the National Digital Economy Policy and Strategy, Nigeria e-Government Interoperability Framework, Nigeria Government Enterprise Architecture, Nigeria Start up Act to foster an ecosystem of digital inclusion, innovation and data-driven governance.  

Cybercrime is an international crime and effective combating and prevention of such crimes require international cooperation between countries backed by laws internal guidelines and convention. Therefore, countries need to cooperate to the widest extent possible. Africa Cyber Defense Forum provides the platform for such cooperation, dialogue, experience sharing and partnership between public and private sector operators in the continent. This session is proposed to showcase the efforts Nigeria has made in fighting cybercrime and learn from the experiences from other jurisdictions while partnering for competence, innovation and effectiveness.
